Who We Are

Booth Management Consulting, LLC (BMC), is a small, minority, woman-owned licensed Certified Public Accounting firm headquartered in Columbia, Maryland, which was founded in 1998 by Robin L. Booth and her husband Phil. BMC is one of the few women, minority-owned CPA firms in the Country. BMC provides auditing, accounting, program management, and consulting services to public and private sector clients nationwide and accounting services to small businesses, non-profit organizations, and churches throughout the State of Maryland. With satellite offices across the country, BMC provides multiple financial services at government locations in the Washington DC metropolitan area, Virginia, Mississippi, Texas, Florida, Wisconsin, California, and Washington State.

Booth, CPA, CFE, CIA, and her husband, Phil. BMC is one of the few women, minority-owned CPA firms in the country. We provide auditing, accounting, program management, and consulting services to public and private sector clients nationwide and accounting services to small businesses, non-profit organizations, and churches throughout the State of Maryland. With satellite offices across the country, BMC provides multiple financial services at government locations in the Washington DC metropolitan area, Virginia, Mississippi, Texas, Florida, Wisconsin, California, and Washington State.

In 2001, we won our first government contract worth $2.5 million dollars with the Maryland Department of Business and Economic Development to manage the Strategic Assistance Consulting Fund. In 2002, we received our U.S. Small Business Administration 8(a) Certification and our General Service Administration (GSA) Federal Supply Schedule, and we went on to win multi-million-dollar contracts under the 8(a) program, employing 25 full-time employees. Since graduating from the 8(a)program, we have grown our corporate footprint and winning presence in federal, state, and local sectors for over 20+ years. Under Robin’s leadership, BMC is also certified as a Minority Business Enterprise (MBE) in Maryland, Delaware, New Jersey, and Texas and is actively pursuing certifications in 10 other states. BMC now employs over 200 full-time employees nationwide.

Our executive and management team have decades of experience in our service areas. Each of them leads their teams with the utmost precision and expertise. Robin plays a part in each contract, and with 30+ years of accounting, auditing, and program management experience, she is a subject matter expert in fiscal services to federal and state agencies. In addition, she has years of system design and implementation experience and has conducted over 50 strategic planning sessions for public and private sectors, responsible for all aspects from logistics to content and facilitation. BMC is a leader in small business. On the Federal level, from 2012 to 2019, as a subcontractor to Quality Compliance and Management Consulting (QCM), we served as the Program Administrator under a contract with the U.S. Small Business Administration (SBA) to provide technical assistance to its SBA 7j program participants consisting of certified 8(a) firms, Veteran Owned Small Businesses (VOSB), Service-Disabled Veteran Owned Small Business (SDVOSB), and HUB Zone companies. The Small Business Act authorizes the SBA’s 7(j) Management and Technical Assistance Program to provide high-quality assistance to eligible small businesses throughout the U.S. The program’s assistance encompasses a wide spectrum of business service areas — including accounting, marketing, strategic and operational planning, financial analysis, business development, contract management, compliance, and various business-related software applications. The services offered vary and are aligned based on the needs of the local business community and marketplace.

During this time, we were a designated provider for the Mid-Atlantic region. Our team coordinated with SBA Offices across the region to identify eligible small businesses to receive technical assistance and training. We developed an intake process, screened applicants to ensure they met the program requirements, conducted a needs assessment to determine which services they would receive, provided the technical services and training, closed out the projects when completed, and maintained various tracking reports. The contract is exactly like the current solicitation. The program was no longer funded by the Federal Government. Our average performance rating was 96.5% based on the Exit Evaluation ratings.
