Oversight & Monitoring

Our Oversight & Monitoring works with our Grants Management Division, providing grant recipients with oversight and monitoring services. Once a subrecipient has received a grant we perform the oversight and monitoring services to ensure our clients comply with Federal, State and contractual regulations. We have critical domain knowledge of monitoring subrecipients of the following, but not limited to, awards:

We monitor subrecipients consistent with award guidelines, the Uniform Guidance CFR, and other regulatory requirements as application. We verify compliance with financial and programmatic requirements, evaluate and follow up on corrective action plans, develop and deliver training webinars and one-on-one sessions, provide technical assistance, and assist leadership with the development of oversight and monitoring tools.

We monitor subrecipients consistent with WIOA and the Uniform Guidance to verify compliance with financial and programmatic requirements, evaluate and follow-up on corrective actions plans; develop and deliver training webinars and in one-on-one sessions; provide technical assistance; and assist the program areas leadership with the development of tools (such as monitoring plans) to assist in the oversight and monitoring of subrecipients.  

We recognize that organizations must function in a regulatory climate where priority-focused, impact-driven funds must be closely monitored against fraud, waste, and abuse by a contractor agile in all aspects of grant management. 

We have experienced distinct approaches to performing monitoring activities of subrecipients. Some agencies perceive the reviews as a mechanism to work with the subrecipients to ensure they comply with financial and program requirements.  In this instance, working closely with the subrecipient, if there are, we request that the subrecipient prepare a comprehensive corrective action plan and receive technical assistance and training to  resolve the finding going forward. For these contracts, BMC’s approach is to continually identify common findings and to work with the subrecipients and our clients to take a proactive approach to address those areas of concern and put processes, systems, templates and other mechanisms in place to assist agencies in navigating through the issues. 

Accomplishment: 

With the recent establishment of our Oversight & Monitoring Division, we have provided valuable input, met contract deliverables, and developed monitoring tools for new and existing contracts. We have completed recent contracts on time and within budget and have received excellent performance ratings from these clients.
